## HF Space Setup
1. Create Space (SDK: Streamlit) and upload this ZIP.
2. Settings → Secrets: `HF_API_TOKEN`
3. Settings → Variables (optional): 
   - `HF_CHAT_ENDPOINT` = https://router.huggingface.co/hf-inference/text-generation/openai/gpt-oss-120b
4. Sidebar → Seed / Refresh RAG Index (once)
5. Chat, generate OPD, and export PDF.
